The peoples of all developed countries have substantial political and economic freedoms and civil rights; above a certain per capita income, level democracy seems to be the stable form of government everywhere. Continued economic development promises to result in many more stable democracies over the next several decades although their distribution will be uneven. By 2020, the remaining predominantly non-democratic regions are likely to be Sub-Saharan Africa and those containing most of the Islamic countries.
